5th National Advisory Committee (NAC) meeting of LGCDP II

The 5th National Advisory Committee (NAC) meeting of LGCDP, Phase-II was held on 06 July 2015 under the chairpersonship of Dr. Som Lal Subedi, respected, Secretary, Ministry of Federal affairs and Local Development (MoFALD). The meeting was attended by representatives from line ministries such as  Ministry of Women, Children and Social Welfare. Likewise, joint secretaries of MoFALD, and other sector line ministries such as FCGO, DG, DOLIDAR and Local Bodies Associations’ representatives like ADDCN were present in the meeting. Similarly, the meeting was attended by honorable ambassadors from the Embassy of Switzerland, Norway and other dignitaries and representatives from development partners including Sophie Kemkhadze, Country Director a.i, UNDP.

Development Partners (DPs) expressed that discussion held in the meeting will add more value and quality in the programme implementation in the days to come. MoFALD’s emergency support to the 14 most affected districts via the LGCDP programme in the aftermath of the devastating earthquake of 25th April and 12th may was highly appreciated. DPs expressed commitment to support the programme in the future as well. The Embassy of Norway committed to support the programme with additional 500 million USD.

Some of the major policy endorsed by the 5th NAC was approval of annual strategic implementation plan (ASIP) and budget 2015/2016, fulfillment of HR requirement in the EQ affected areas, reducing fiduciary risks, development of social mobilization harmonization framework, strengthening public financial management amongst others.

National Advisory Committee (NAC) has been established to coordinate its programming with line agencies and DPs. It meets twice a year, is chaired by the Secretary of MoFALD and is made up of senior officials from MoFALD, Ministry of Finance, National Planning Commission (NPC), related sectoral ministries, FCGO and the heads of the contributing development partners. Its key responsibilities are to act as a programme review and policy making forum, to approve the LGCDP Annual Strategic Implementation Plans and to review the overall progress being made towards the achievement of expected programme results.
